Alfalfa Fire District
STATEMENT OF CAPABILITIES
No emergency services agency can hope to provide all services at high levels. Limitations in funding, personnel, and other resources preclude this. In order to ensure resources are committed to those services that provide the greatest good, this Statement of Capabilities has been developed.
It must be understood that since the Districts personnel are volunteers, these services will not, always be available as described.
With that condition, Alfalfa Fire District will direct its time, energy, and resources to providing competent and reliable services as follows:
1. Emergency Medical Services
Alfalfa Fire District is a non-transporting EMS Agency. AFD utilizes Bend Fire & Airlink as our transporting affiliates. AFD will provide First Responder BLS/ALS life support services as defined by the Oregon Health Division based on available personnel. Personnel trained at the Emergency Medical Responder and Emergency Medical Technician will provide this service. This level of service will include ACLS
2. Wildland Firefighting
Alfalfa Fire District will provide initial attack and suppression of wildfires and urban interface fires. The District will attempt to provide adequate water supply apparatus and brush firefighting vehicles to fulfill its stated objectives. The District will also provide initial attack on State (ODF) and Federal (BLM) protected lands adjacent to the district within 10 miles in accordance with Central Oregon Interagency Dispatch (COIDC) For large scale incidents AFD has mutual aid agreements in place with all Central Oregon Fire agencies, as well as ODF, and BLM crews.
3. Structural Firefighting
Alfalfa Fire District will respond to any structural fire with the primary goal of extinguishment and spread to other structures. Containing fire to building of origin. AFD will enter IDLH environments to perform rescue, or to fight fires, if the 2 in 2 out rule can be followed. AFD will attempt to provide adequate Structural engines, Tenders, Brush Vehicles, and Rescue Vehicles to fulfill its stated objectives.
4. Motor Vehicle Accidents
Alfalfa Fire District will provide auto extrication at motor vehicle accidents where needed. AFD will provide scene stabilization, initial patient assessment and care, and incident command where needed. For all other technical needs AFD will rely on Bend Fire for assistance.
5. Surface Water & Shallow Water Rescue
Alfalfa Fire District will provide rescue for water- based emergencies when the victims are on the surface and /or still in shallow water. Water rescue operations will be carried out by certified personnel with specialized equipment for such rescue. Swift water rescue emergencies will be provided granted technical personnel are available. AFD will rely on Bend Fire if AFD personnel are not available.
6. Haz-Mat Response
Alfalfa Fire District will provide Operation Level Responders to hazardous material emergencies. Operations Level Response includes: Establish Scene Control (Isolate and Deny Entry), Initiate ICS, Product Identification, estimate potential harm, and initiate defensive control actions. Technical Operations shall be conducted by the Oregon State Haz-Mat Regional Response Team out of either Gresham, Or Salem.
